It should be in ACP/customize/Forum Goal.

You did enable it ?

Many people use this ext to install ext.
Takes the guess work out of it.

I used the uploader ext. to upload. I enabled it, but I can't find the configuration for it. It's not under the Extensions tab.

Refresh F5 your ACP page..
If not there disable and delete data. Go to your ftp delete the stoker dir and try install again.

There is no "stoker" dir. I disabled it, deleted data and reinstalled...still no config. under Extensions. Weird.

Yes weird.
It should be in your public_html/ext/stoker.
What version of phpbb are you using ?
