I'm currently using phpbbde/newsletter by Oliver Schramm. This one offers me to add a "Newsletter Subscribe" option (always active on sign-up) in the UCP. There is one problem though, it is an additional button for the Mass Email feature (ACP), results in an extra post to the admin account, and I can't send anything in HTML.
Your extension seems to be a "global" one. meaning, people can not decided to change their subscription. Is this implemented in some shape or form? (control via UCP / subscription handling as link in footer of mail, etc)
Additionally, since this seems to be another mass email type function, is this bound to the forum email engine (mail limits/chunks)?
And for understandable purposes:
This EXT needs:
- HTML email extension (if I want to send HTML emails)
- Editor extension (in order for the HTML email extension to work)

Since nobody answered me this so far, a couple of findings
1) the Newsletter EXT creates a dedicated option in the ACP (ADM) > System > General Tasks > Email Newsletter
2) in order for this EXT to send out HTML, it needs both the
 HTML email EXT and the 
 Editor extension.
3) if you activated the
 HTML email EXT, every message sent through this extension, then it's not sent as Plain Text, but HTML (therefore it ignores your layout)
4) there is no option like other Newsletter EXTs where you can set "Newsletter: When this is activated you will receive the newsletter frequently".
5) this EXT uses the "Administrators can email me information" function in UCP > Board Preferences > Edit global settings. If you got this turned off, nobody will get your newsletter
BONUS:
Add-on works in phpBB 3.3.4 (didn't test 3.3.5 yet - as it was just released)
As good as this add-on is, it needs one essential function, or rather two:
A) it needs an option in the UCP to let users turn the newsletter on/off
Due to laws in Europe, this is a highly risky topic (spam and unwanted advertising). This needs to be available as option, as I do not see/know of a method to manually turn on/off newsletters for certain users. A workaround might be a custom group, but creating one for 1000+ users currently is not an option for me.
B) on initial installation / activation, "force enable" newsletter for everyone
Also see A. On first install, everyone should be signed up to the newsletter. If not, there should be a global override option that you can access if needed (for example: fix newsletters once every year). This way, an already "live" forum can be updated with a new Newsletter engine (as mentioned in my previous post, I am using phpbbde/newsletter by Oliver Schramm -- but the requests for HTML options don't seem to happen) anytime soon, also "still alpha", even though it works perfectly).
I would love to use this add-on as this would finally fix a long-term issue on my end (readability of info mails). But without an option in the UCP (User Control Panel), I currently can't use this. Hi and thank you for this extension im just waiting for the option to not sent it immediately it caused me to be banned every time i use it so if it can  handle the send by quota 150/ hour that will be awesome

click on it and u will see ur data, the prefix of ur board is smth like mybb_ smth like this

I know little about those kinds of errors to help out, but I run PHP version: 8.3.15 and this extension installed and works fine for me.
SpIdErPiGgY told me he was running PHP version: 8.4 if that makes a difference. I have no advice in that area.

I found it.
I disabled HTML email, and removed data.
