If the user is active but has 0 posts will he be deleting?
could have option to turn on 0 posts and another to turn on last activity date
before deleting the user could send an email to him

To my opinion a member is active when he will post also, I dont see any active members with 0 posts and only come to download all downloads and go away and never come back.
So to those members the 0 post is perfect to remove them from the board.

1. User need to make 1 post (topic) to not deleted
- There is message after registration message that they need to be active and post 1 topic

but if i mark 1 post all user with 1posts or less will be deleted

You can create a topic (make it global topic/important) and tell them that ur user need to post under ur topic to hold their accounts

Yes can be indeed also 1 post, just change the language file if you want that.
