Also I use "Welcome on Index" by Stoker (modified by you), can the Random Quote me located below it? Please advise.

It did not help. Please see this http://zmainframes.com/index.php - it does not show the quote after 'welcome on index'.

After you rename that html file you have to go to acp and clear the cache.

Is there a way we can add some "up/down" vote system to quotes collection extension. So that, when a quote is submitted, users can up-vote or down-vote and based on votes the quote is displayed or not?

Thanks for the follow up dmzx. If it's not a lot of work, I think this will keep the users more attracted towards quotes...fwiw.
